(Yueyang, Hunan province—June 12, 2022) On June 2, Yueyang public security officers gave Huang Lei, the leader of “Yueyang Lou District Rock Bible House Church,” a 10-day detention and a fine of 500 yuan (~$74) because Huang hosted a gathering of over 180 Christians. 

ChinaAid sources received a copy of his penalty notice. The “Public Security Administrative Penalty Decision” is as follows:

The penalized person: Huang Lei, male, Han ethnicity, DOB: April 19, 1966. Domicile address: No. 3 Hospital Family Compound, Nanhu Road, Yueyang Lou District, Yueyang City, Hunan Province. The current address: No.1 Hospital Life Zone Complex A E Room 503, Xueyuan Road, Yueyang Lou District, Yueyang City, Hunan Province. Unemployed. 

It is found that “Yueyang Lou District Rock Bible House Church” organized by Huang Lei hosted a religious gathering for over 180 believers without authorization at a non-religious venue, Nanhu New District Qingkui Yuan Research and Learning Base, on April 17, 2022, while Yueyang City issued the mandate that all gatherings should be banned during the pandemic. They showed religious (Christian) audio and videos. The event hurt society

The facts listed above are supported by evidence including 1. The transcript of the query; 2. The surveillance video of the scene; 3. Identification record; 4. Witnesses’ testimony; 5. Domicile documents; 6. Confirmation letter of the religious organization’s staff members. 

Pursuant to Hunan Province Religious Affairs Regulation Article 35 Clause 4 and Article 50 and Law of the People's Republic of China on Penalties for Administration of Public Security Article 23, it is determined that Huang Lei should be detained for 10 days and fined 500 yuan. 

Enforcement approach and deadline: he should deposit 1,000 yuan, the fine, at a designated bank within 15 days starting the day he receives the decision; Yueyang Municipal Bureau of Public Security Yueyang Lou Branch should transport him to Hunan Province Yueyang City Detention Center and he should be administratively detained for 10 days there. 

If the fine is overdue, it will increase by 3% of the fine each day, and the increased amount should not exceed the fine itself. 

The penalized individual can submit the application for administrative reconsideration to Yueyang Lout District People’s Court within 60 days beginning the day the decision arrives. Alternatively, the individual can file an administrative lawsuit to Yueyang City Junshan District People’s Court within 3 months.
